Orion Media Bureau is one of three Autonomous Divisions under HLN Corporation, alongside HLN Group (Fleet Operations) and Lex Astra Academy (Training & Doctrine). It operates HCN Radio across four public frequencies 24/7 and produces video content through the HLN-TV YouTube channel. While its broadcasts cover HLN Group operations, they remain editorially independent — “Voice of the Network” isn't just a motto.

The Charter
Founding instrument of HLN Corporation, ratified 2953. Establishes the corporate structure, the autonomous divisions, and the chain of authority — the continuation of an undertaking registered in 1946.
The Neuhaus Doctrine
Six sections — Discipline, Accountability, Service Beyond Comfort, Logistics as Civilization, Restraint in Force, and Institutional Continuity. Codified in 2948, published to the registry in 2956.
